As Garuda Indonesia cautiously starts its financial redemption, services from Jakarta to Melbourne restart in November.

The airline is just dipping its toes back into widebody operations, and according to ch-aviation.com, it is operating less than a third of its twin-aisle fleet. Starting on November 23rd, Garuda will operate the twice-weekly service using one of its 12 Airbus A330-300s, with room for 36 passengers in business class and 215 in economy class.

Garuda flight GA716 will leave Jakarta Soekarno-Hatta International Airport (CGK) on Wednesday and Saturday at 21:00. It will arrive at Melbourne International Airport (MEL) at 07:35 the next day and depart as flight GA717 on Thursday and Sunday at 09:10, arriving in Jakarta at 12:15.

Currently point of entry to the Indonesian terriroty is only possible via:

- Soekarno-Hatta International Airport (CGK) Jakarta - Tangerang

- Sam Ratulangi International Airport (MDC) Manado

1. Indonesian Citizens (WNI)

All Indonesian citizens are allowed to enter Indonesia

2. Foreign Citizens (WNA)

a. Condition

Foreign Citizens from all foreign countries who will enter Indonesia, either directly or by transitting in foreign countries, are temporarily prohibited from entering Indonesia unless they meet one of the following criteria:

- These restrictions are excluded against foreigners holding legal and valid Visa and Stay Permit (consisting of: Official Visa, Diplomatic Visa, Official Stay Permit, Diplomatic Stay Permit, Temporary Stay Permit (KITAS), Permanent Stay Permit (KITAP), foreigners with health and humanitarian purpose (after receiving a recommendation from the ministry/institution that carries out the COVID- 9 handling function), and transportation crew that comes with the conveyance

Referring to Regulation of Indonesian Ministry of Law and Human Rights Number 34 of 2021 regarding restrictions on foreigners to enter the Indonesian territory or transit in Indonesian territory during the emergency public activity restriction. these restrictions are excluded against foreigners holding legal and valid Visa and Stay Permit (consisting of: Official Visa, Diplomatic Visa, Official Stay Permit, Diplomatic Stay Permit, Temporary Stay Permit (KITAS), Permanent Stay Permit (KITAP), foreigners with health and humanitarian purpose (after receiving a recommendation from the ministry/institution that carries out the COVID- 9 handling function), and transportation crew that comes with the conveyance

- Referring to the Travel Corridor Agreement (TCA)

- Obtained a special written consideration/permission from an Indonesian Ministry/Institution

- Foreigners with traveling history to India within the last 14 days are not allowed to enter Indonesia.

bDocuments Requirements & Health Protocols

1. Comply with the health protocols set by the Indonesian government

2. Show a negative RT-PCR test result which sample taken in the country of origin within a maximum of 3 x 24 hours before departure upon health checks or attach it on the Indonesian eHAC system on the PeduliLindungi App (download for Android / iOS)

3. Show a complete COVID-19 vaccine certificate (full dose), in a condition where the passenger cannot show a complete COVID-19 certificate, then the following rules apply:
a. Indonesian Citizens (WNI) can enter Indonesia and will be vaccinated upon arrival in Indonesia at the quarantine location
b. Foreign Citizens (WNA) who meet the following requirements will be vaccinated upon arrival in Indonesia

  • Foreigners between 12 - 17 years old
  • Temporary Stay Permit (KITAS) / Permanent Stay Permit (KITAP) holders
  • Official Visa holder related to official/state visits of foreign officials at minimum ministerial level or above

Excluded from the mandatory complete COVID-19 vaccine certificate requirements are:

  • Indonesian Citizens/Foreigners under 12 years old who meets the following requirements:
    - Final destination is one of the Indonesian entry points (Jakarta/Manado), and doesn't have a connecting domestic flight
    - Accompanied by parent with proof of family relation
    - Show a negative RT-PCR results
  • Diplomatic Visa / Official Visa holders related to state visits (min. Minister level)
  • Foreigners who enter Indonesia under the Travel Corridor Arrangement (TCA) scheme, according to the principle of reciprocity while still implementing strict health protocols
  • Indonesian Citizens/Foreigners under 18 years old who enter Indonesia and have connecting domestic flights, who are accompanied by a parent with negative RT-PCR result
  • Indonesian Citizens/Foreigners who are not yet or cannot be vaccinated due to medical reasons based on a statement letter from a medical specialist from a government hospital in their origin country

4. Foreign citizens are mandatory to show proof of health insurance/travel insurance ownership which include health financing for quarantine & treatment if exposed with COVID-19

5. Upon arrival, the passenger must go through an Isotermal Molecular test (NAAT/similiar) or RT-PCR test and must undergo a centralized quarantine for 8 x 24 hours with the certain provisions

6. Chief of foreign country representatives and their families who are assigned to Indonesia may carry out a self-quarantine at their private residence for 8 x 24 hours as specified in point number 5

7. In the event where RT-PCR retest upon arrival showed a positive result, medical treatments in hospital will be given to Indonesian citizens (WNI) at the Indonesian government expense and Foreign citizens (WNA) at their own expense

8. In the event where a Foreign Citizen (WNA) is unable to pay for their quarantine and/or medical treatment expenses, then the sponsor-ministry/institution/company that has given consideration/permission for the foreigner to enter the Indonesian territory may be held accountable

9. On the 7th day of the quarantine, both Indonesian (WNI) & Foreign Citizens (WNA) must go through another RT-PCR retest.

Passengers also may check the document requirements on Traveldoc. Besides the above requirements, upon arrival at the destination airport, passengers are possible to go through additional health checks or to fill other forms/statement letters required by local authorities/local government. Passengers are expected to prepare a copy and original copy of the documents prior to arrival at the departure airport and present it upon check-in. Garuda Indonesia is not responsible for any lack or mistake on any of the required documents and has the right to cancel the flight of any passenger that does not meet the requirement.

The following provisions are the travel document requirements during the public activity restrictions (PPKM) until further notice

 For most Indonesian domestic flights, passengers are required to have a Vaccination Certificate (min. 1st dose or full dose depending on each local requirement) before boarding.

Attention: 

COVID-19 test results must be published from one of the health facilities registered on the Indonesian Health Ministry that you can find here and passengers must make sure that it is uploaded to the eHAC system by the health facility

- If there is a different requirement between the origin and destination, the regulations follow the more stringent requirements or follow the local Port Health Office (KKP) policies.

- All passengers must fill Electronic Health Alert Card (eHAC) that that is integrated with the PeduliLindungi app which can be downloaded on Android and iOS

 

- Passengers under 18 years old must follow the above requirements according to their flight destination

- Passengers under 12 years old are temporary not allowed to travel domestically

-Passengers with urgent traveling purposes and are not yet or cannot be vaccinated due to medical reasons based on a statement letter from a medical specialist from a Government Hospitals may continue their journey by providing negative RT-PCR results based on the destination requirements

- Passengers departing from areas that do not have RT-PCR test facilities that can publish results in a short time are encouraged to confirm the policy of the departure airport authority by contacting the local Garuda Indonesia branch office

- Passengers departing from border areas and 3T areas (tertinggal, terdepan & terluar) do not apply the health certificate provisions as required

- Domestic transit/connecting flight passengers (without exiting the transit area) may follow the final destination requirements

- International flight passengers entering Indonesia with a connecting to domestic flight destination must follow the international arrival requirements.

- Foreigners under 12 years old are not allowed to enter Indonesia considering they are not allowed to continue to domestic flights

- Foreigners who are not/yet vaccinated and are leaving the Indonesian territory through a transit/connecting domestic flight are not required to show a vaccine certificate, as long they do not leave the airport area during transit and are permitted by the local Port Health Authority (KKP) at the departure airport

Besides the above requirements, upon arrival at the destination airport, passengers are possible to go through additional health checks or to fill other forms/statement letters required by local authorities/local government. 

Passengers are requested to download and use the PeduliLindungi application for the process of checking flight requirements documents (vaccine certificates and negative COVID-19 test results) at the departure airport. We recommend that passengers also carry a print out of the original required documents (vaccine certificate and negative COVID-19 test result) before arriving at the departure airport as back up.

Garuda Indonesia is not responsible for any lack or mistake on any of the required documents and has the right to cancel the flight of any passenger that does not meet the requirement.

All international travelers, both Indonesian and Foreign Citizens must comply with the following health protocols:

1. Comply with the health protocols set by the Indonesian government

a. Indonesian Citizens (WNI) with these criteria: Indonesian Migrant Workers (PMI); students; or Government Officials returning from a duty trip; are required to undergo a centralized quarantine designated by the authority at the expense of the Indonesian government

b. Indonesian Citizens outside the criteria mentioned in No 3.1. and Foreign Citizens (WNA) including foreign diplomats, (exceptions: the head of the foreign representatives and the family of the head of the foreign representatives) are required to undergo quarantine in a quarantine accommodation that has been certified by the Indonesian Health Ministry at the expense of their own

d. Chief of foreign country representatives and their families who are assigned to Indonesia may carry out a self-quarantine at their private residence for 8 x 24 hours as specified in point number 4;

e. In the event where RT-PCR retest upon arrival showed a positive result, medical treatments in hospital will be given to Indonesian citizens (WNI) at the Indonesian government expense and Foreign citizens (WNA) at their own expense;

f. In the event where a Foreign Citizen (WNA) is unable to pay for their quarantine and/or medical treatment expenses, then the sponsor-ministry/institution/company that has given consideration/permission for the foreigner to enter the Indonesian territory may be held accountable;

g. On the 7th day of the quarantine, both Indonesian (WNI) & Foreign Citizens (WNA) must go through another RT-PCR retest.

- Negative results: the traveler may continue their journey and are recommended to continue 14 days of self-quarantine and keep following the health protocols

- Positive results: medical treatment at a hospital will be given to Indonesian Citizens at the Indonesian government expense and for Foreign Citizens at their own expense;

Indonesia may allow foreign tourists to start returning to the popular resort island of Bali and other parts of the country by October after a sharp slide in COVID-19 cases, senior minister Luhut Pandjaitan said on Friday (Sep 17).

The Southeast Asian nation intends to move cautiously to reopen its borders following a devastating second virus wave, driven by the Delta variant.

Luhut, the Coordinating Minister for Maritime and Investment Affairs, said the addition of confirmed cases of COVID-19 had dropped by 94.5 per cent since a peak in mid-July.

Other positive signs included the national hospital bed occupancy rate falling below 15 per cent, while the positivity rate, or the proportion of people tested who are positive, was at less than 5 per cent, he said.

Luhut said if the trend today continued "we are very confident" that Bali could be reopened by October.

South Korea, Japan, Singapore and New Zealand, are among countries the government is considering accepting foreign nationals from first, given the low virus spread in those nations, he said.

Due to Public Activity Restrictions during Ied Al-Adha 2021 Holiday (19 July - 25 July 2021) traveling is restricted to everyone (including people under the age of 18) and only exempted for the two categories in Table 1 below and must meet the document requirements following applicable regulations

3. Show a complete COVID-19 vaccine certificate (full dose), in a condition where the passenger cannot show a complete COVID-19 certificate, then the following rules apply:

a. Indonesian Citizens (WNI) can enter Indonesia and will be vaccinated upon arrival in Indonesia at the quarantine location

b. Foreign Citizens (WNA) cannot enter Indonesia. Foreign citizens who are already in Indonesia and will travel domestically/internationally are required to be vaccinated through the Gotong Royong Scheme according to the Indonesian government regulations. Excluded from the mandatory complete COVID-19 vaccine certificate requirements are:
- Diplomatic Visa holder
- Official Visa holder related to official/state visits of foreign officials at minimum ministerial level or above
- Foreigners who enter Indonesia under the Travel Corridor Arrangement (TCA) scheme, according to the principle of reciprocity while still implementing strict health protocols

c. Upon arrival, the passenger must go through an RT-PCR retest and must undergo a centralized quarantine for 8 x 24 hours with the certain provisions

d. On the 7th day of the quarantine, both Indonesian (WNI) & Foreign Citizens (WNA) must go through another RT-PCR retest

2. Domestic flight

ATTENTION

- For most Indonesian domestic flights, passengers are required to have a Vaccination Certificate (min. 1st dose) before boarding.

- COVID-19 test results must be published from one of the health facilities registered on Indonesian Health Ministry Letter No. HK.01.07/MENKES/4642/2021 that you can find here

- If there is a different requirement between the origin and destination, the regulations follow the more stringent requirements or follow the local Port Health Office (KKP) policies.

- All passengers must fill Electronic Health Alert Card (eHAC) 

- Passengers under 18 years old must follow the requirements according to their flight destination

- Children under 12 years old who do not meet COVID-19 vaccine criteria are not advised to travel during the emergency public activity restrictions period

- Passengers with urgent traveling purposes and are not yet vaccinated due to medical reasons based on a statement letter from a medical specialist, may continue to board the flight with negative RT-PCR test results following the origin & destination requirements

- Passengers departing from border areas and 3T areas (tertinggal, terdepan & terluar) do not apply the health certificate provisions as required

- Domestic transit/connecting flight passengers (without exiting the transit area) may follow the final destination requirements

- International flight passengers entering Indonesia with a connecting to domestic flight destination must follow the international arrival requirements  and the final domestic destination requirements.

- Foreigners under 12 years old who enter Indonesia and have a connecting domestic flight are not required to show a vaccine certificate, provided that they are accompanied by a parent with a negative RT-PCR test result

- Foreigners who are not/yet vaccinated and are leaving the Indonesian territory through a transit/connecting domestic flight are not required to show a vaccine certificate, as long they do not leave the airport area during transit

 a. Destination to Bali:

The RT-PCR test result must have a BarCode/QRCode
Children under 12 years old 
are not required to show a vaccine certificate, but must show a negative RT-PCR result
Children under 5 years old are not required to show a vaccine certificate & a negative RT-PCR result
Passengers with a COVID-19 infections history within three months may show a COVID-19 Survivor Certificate for reference cannot be vaccinated
Vaccination participants at I Gusti Ngurah Rai International Airport (DPS) Bali cannot fly on the same day as vaccination

b. Destination to PontianakTest results must be attached on the eHAC app and the health certificate must have a QRCode If the passenger is unable to show the digital validation (barcode) of negative RT-PCR results on the e-HAC, then they cannot continue to check-in or they must undergo an RT-PCR retest to get a QRCode or they can continue to enter Pontianak and a Rapid Antigen test will be conducted at their own expense
A random RT-PCR test will be conducted upon arrival

c. Destination to Palangkaraya:

Passengers must undergo quarantine in a place provided or determined by the regional government/institution at their own cost for 5 x 24 hours for Indonesian citizens and 10 x 24 hours for foreign citizens. Except for travelers in the following categories:
- Official trip (Indonesian National Arm Force / Police Force / BUMN/BUMD Employees)
- Family visits (family in ill conditions)
- Family condolences visit
- Pregnant mothers with one family companion
- Childbirth needs with two family companion
- Other necessities
Passengers staying at hotels/inns/ guesthouses/ other similar accommodation facilities must show a certificate of negative RT-PCR/ rapid antigen / GeNose C19 test results which sample is taken in 3 x 24 hours time range and show a COVID-19 vaccine certificate upon Check-in
Vaccine certificate is mandatory only for international passengers entering Central Kalimantan Province and they also must undergo quarantine at a designated location by the local authorities/company at their own expense

- Destination Denpasar: the passenger have to submit health certificate of negative RT-PCR test results/negative results of the rapid antigen test, issued within a maximum period of 2 x 24 hours before departure or a negative test result of GeNose C19 no later than 1 x 24 hours before departure, if GeNose C19 service test is available at the Departure Airport​.

- Destination Pontianak and Palangkaraya: health certificate of negative RT-PCR test results issued within a maximum period of 3 x 24 hours before departure.

- Starting April 1, 2021, passengers can use a negative result of the GeNose C19 Test at Departure Airports that have GeNose C19 Test service facilities as a travel requirement (unless special requirements from the government / local apply), Taking into account the limited quota of GeNose C19 at each airport. Please contact us for details of a list of GeNose C19 service facilities.

- Period 06 May 2021 - 17 May 2021, passengers traveling during the holy month of Ramadan and Idul Fitri 1442 H are required to provide travel permits from related agencies or travel permits in/out (SIKM - For trips to/out of Jakarta) and complete a Travel Statement for the Controlling of COVID-19 in Indonesia.

- Period 22 April - 05, May 2021, and 18 May - 24 May 2021, passengers traveling domestically are required to show printouts of the RT-PCR / Antigen / GeNose c19 test samples are taken within 1x24 hours. Especially for trips to Pontianak and Palangkaraya in this period, passengers are required to show the RT-PCR printout of which the sample is taken within 1 x 24 hours before departure..

 Other destination: the passenger have to submit a negative RT-PCR test result issued within a maximum period of 3 x 24 hours before departure or a negative rapid antigen test result issued within a maximum period of 2 x 24 hours before departure or a negative test result of GeNose C19 no later than 1 x 24 hours before departure, if GeNose C19 service test is available at the Departure Airport.

Currently, Garuda Indonesia will operate widebody aircraft on the Jakarta - Denpasar - Jakarta route to provide more comfort to passengers including B777 - 300 ER with a capacity of 314 passengers (triple class) and 393 passengers (dual-class), A330-200 with a capacity of 222 passengers, the A330-300 with a capacity of 287 passengers, and the A330-900 Neo with a capacity of 301 passengers.

Currently, Garuda Indonesia serves about 56 flights for the Jakarta - Denpasar route etc per week from 104 flights served by Garuda Indonesia to and from Ngurah Rai International Airport, Denpasar.

  1. Official Stay Permit;
  2. Diplomatic Stay Permit;
  3. Temporary Stay Permit (KITAS);
  4. Permanent Stay (KITAP)

As for foreign citizens with the above conditions can enter Indonesian territory by the following requirements.

While there is no restriction for Indonesian Citizens entering Indonesian territory, as long as it follows the document requirement.

2. Requirement for the international flight to Indonesia:

  • Entry Requirements to Indonesia in accordance with the provisions of the IATA Travel Center
  • Travel Requirement / Restriction International Flight to Indonesia
    • Indonesian Nationals
      Indonesian Nationals are required to show negative results through the RT-PCR test in the country of origin which is valid 3 x 24 hours before departure and required to fill out e-HAC international Indonesia and required to follow the health protocol stipulated by the government.
    • Foreign Nationals
      Foreign national travelers from all foreign countries are temporarily prohibited to enter Indonesia either directly or by transiting in a foreign country, unless those who meet the following criteria:
      • In accordance with the provisions in Permenkumham No. 26 of 2020 concerning Visas and Stay Permits in the New Habit Adaptation Period clicks the button Travel Restrictions to Indonesia below for detailed information.
      • In accordance with the bilateral Travel Corridor Arrangement (TCA) agreement scheme;
      • Obtaining special consideration/permission in writing from the Ministry / Agency.
        Foreign National Passengers are required to show negative results through the RT-PCR test in the country of origin which is valid 3 x 24 hours before departure and required to fill out e-HAC international Indonesia.
  • Health Protocols for International Passenger Flight to Indonesia
    All International Traveller, both Indonesian Nationals (WNI) and Foreign Nationals (WNA) must comply with the following terms/conditions:
    1. Comply with the health protocol stipulated by the government
    2. Required to show a negative result of RT-PCR test conducted in the country of origin which samples are taken within a maximum period of 3 x 24 hours before the time of departure and attached it at the time of arrival health check or at Indonesian International e-HAC verification.
    3. Upon arrival, RT-PCR retest is carried out for travelers and they are required to undergo a 5-day quarantine, with provisions as follow:
      • For Indonesian Nationals (Indonesian Migrant Workers (PMI); Student; or Government Employees) who returned from an official trip abroad at Wisma Pademangan in accordance with the Decree of the Chairperson of the Task Force for Handling COVID-19 Number 8 of 2021 at the expense of the Government
      • For Indonesian citizens outside the criteria as mentioned before and for foreigners, including foreign diplomats, outside the head of the foreign representative and the family of the head of the foreign representative, are required to undergo quarantine at a quarantine accommodation that has received certification for the implementation of COVID-19 quarantine by the Ministry of Health at their own expense.
    4. Chief of foreign country representatives and their family who are assigned to Indonesia may carry out a self-quarantine at their residence for 5 days as specified in point number 3;
    5. In the event that the RT-PCR re-examination result conducted on arrival time shows a positive result, medical treatments in a hospital will be given to Indonesian nationals at government expense and foreign nationals at their own expense.
    6. In the event that a foreign Nationals (WNA) is unable to pay for self-quarantine and/or treatment at the hospital, the sponsor, ministry/institution / state-owned company that has given consideration to the entry permit for the foreigner can be held accountable.
    7. After 5-days of quarantine counted from the arrival date, Indonesian and Foreign nationals are required to re-undergo RT-PCR.
    8. In the event that the RT-PCR re-examination as stated in point number 7 shows a negative result, the Indonesian and Foreign national travelers are allowed to continue the journey and recommended to carry out self-quarantine for 14 days and implement health protocols;
    9. In the event that the RT-PCR re-examination as stated in point number 7 shows a positive result, medical treatments in a hospital will be given to Indonesia nationals at government expense and foreign nationals at their own expense.

3. Domestic Flight
Every person is eligible to travel as long as a Health Certificate with a COVID-19 free result is presented based on document requirements of each destination policy.
For departures from regions that do not have a COVID-19 test facility, may substitute it with a Health Certificate that shows symptoms-free of influenza-like illnesses issued by a hospital/community health center doctor.

    • Flights to Bali Island: health certificate of negative RT-PCR test results, issued within a maximum period of 2 x 24 hours before departure or negative results of the rapid antigen test, issued within a maximum period of 1 x 24 hours before departure.
    • Flights to other destination: health certificate of negative RT-PCR test results, issued within a maximum period of 3 x 24 hours before departure or negative results of the rapid antigen test, issued within a maximum period of 2 x 24 hours before departure, unless there are special provisions from local authorities.

4International destination from Indonesia to other countries

Requirements should refer to each destination country's policy and information on the government, embassy, and related authority's website or IATA Travel Center here.

  • According to the Singapore Authority, flight transit through Singapore Changi Airport is allowed under current terms and conditions.

    4. In the event of a negative result, Indonesian nationals and foreigners are allowed to continue their journey. In the event of a positive result, medical treatments in a hospital will be given to Indonesia nationals at government expense and foreign nationals at their own expense;

3. Domestic flight to Denpasar:

  • Passengers are required to show a certificate of negative RT-PCR test results, issued within a maximum period of 2 x 24 hours before departure or negative results of the rapid antigen test, issued within a maximum period of 1 x 24 hours before departure as travel requirements and must fill out Indonesia's e-HAC.
  • While in Bali, the traveler must have a certificate of negative PCR-based swab test or negative Rapid Antigen-based test results with a validity period of 14 (fourteen) days from the date of issuance.

4. Other domestic destination:

  • Passengers are required to show a certificate of negative RT-PCR test results, issued within a maximum period of 3 x 24 hours before departure or negative results of the rapid antigen test, issued within a maximum period of 2 x 24 hours before departure as travel requirements and must fill out Indonesia's e-HAC.
  • Children under 12 years of age are not required to show negative results of the PCR-based swab test, the Antigen Rapid test or the Antibody Rapid Test (does not require a COVID-19 free certificate)

The national flag carrier Garuda Indonesia is committed to always implementing health protocols in all aspects of flight operations, particularly in terms of the use of Personal Protective Equipment (PPE) for cabin crews in accordance with standards set by regulators to ensure the comfort and safety of passengers and cabin crew on duty.

President & CEO Garuda Indonesia, Irfan Setiaputra said that “We continue to improve our services and facilities in all operational aspects, which one of them is the use of personal protective equipment for the cabin crew in accordance to the government’s regulations and safety standard, for instance, masks, hand gloves. We currently prepare face shields as additional protective equipment for cabin crew and the use of disposable apron during serving in-flight meals, as an effort to provide security and comfort for passengers during flights in line with the health protocol.

Furthermore, we continually evaluate the use of personal protective equipment for the cabin crew that most appropriate and safe to use during flights,  which refers to the applicable regulations and safety standard while still providing comfort and ease of interaction with passengers.

Related to the news about the use of cabin crew masks that will be replaced with the face shields, we would like to convey that the plan to use face shields by Garuda Indonesia's cabin crew, basically is a complement/ additional personal protective equipment for cabin crew and does not replace the masks that currently used by our cabin crew.

Entering this new normal era, Garuda Indonesia continues to move adaptively to optimize service quality and consistently implement health protocols to maintain  passengers trust in planning trips using air transportation services.

The national flag carrier Garuda Indonesia opens a special cargo flight from Makassar to Singapore as a part of the Company's effort to support the development of cargo flight network accessibility for leading export commodities in Eastern Indonesia.

This special cargo flight is officially kicked off on Monday (5/10) will be available once a week by using regular aircraft Airbus A330-300 with its carrying capacity up to 40 tons for each flight. This flight departs from Sultan Hasanuddin Airport, Makassar at 4 pm local time and will be arrived in Singapore at 6.40 pm local time.

CEO & President of Garuda Indonesia, Irfan Setiaputra explained that “We are hoping by this air cargo connectivity development which emphasizing the flight hub in eastern Indonesia, it will strengthen the competitiveness of national export commodities in eastern Indonesia especially through the direct flight accessibility to Singapore as one of the biggest importers in Southeast Asia”.

Makassar as the flight hub in eastern Indonesia is located at a strategic area where it uses as the center point of the commodity cargo delivery network. We would like to announce the requirements and instruction for international and domestic passengers travelling to/from Indonesia in the period of Covid 19 as followings:

1.For the international flight:

a. Outbound Indonesia: Passengers should refer to each destination country's measure which is provided on the IATA Travel Center:

b. Inbound Indonesia:

- There is no restriction for Indonesian Citizens entering Indonesia territory, as long as it follows the document requirement.

- Please refer the following information for the Exemption policy of foreigners:

The following foreign citizens are allowed to enter Indonesia according to Indonesian government regulations:

1. Foreign citizens who hold Limited Stay Permits (KITAS) and Permanent Stay Permits (KITAP)

2. Foreign citizens holders of Diplomatic and Service Visas

3. Foreign citizens who hold Diplomatic Stay Permits and Official Stay Permits

4. Medical aid, medical support, food and humanitarian reasons

5. Transportation Crew

6. Foreign citizens who will work on national strategic projects

Conditions for above foreign citizens to enter Indonesia territory:

1. Provide a COVID-19 Free Health Certificate with a non-reactive Rapid test result or negative PCR/Swab test result

2. Has been 14 (fourteen) days in the region/country that is free of Covid-19 virus

3. Any passenger who is unable to provide a Health Certificate with a negative PCR/Swab test result must sign a statement letter of willingness to be quarantined and carry out a PCR test upon arrival in Indonesia.

These measures are temporary and shall be evaluated pursuant to further development.

2.For the domestic flights:

Every person is eligible to travel as long as a Health Certificate with a COVID-19 free result is presented based on document requirements of each destination policy on the following table.

For departures from regions that do not have a COVID-19 test facility, may substitute it with a Health Certificate that shows symptoms-free of influenza-like illnesses issued by a hospital/community health center doctor.

People who are eligible to travel as above (both Indonesian Citizens & Foreign Citizens) are required to provide the documents as follows based on their category and destination upon traveling:

Passengers with flight transiting in Jakarta (Soekarno-Hatta International Airport (CGK)) who cannot provide a negative PCR/Swab test result, will be allowed to fly from the origin country to enter Indonesia. However, upon arrival at CGK airport, the passenger must go through a PCR/Swab test & quarantine procedure by the local authority until a negative PCR result is issued before continuing their journey.

Health Certificate Validity Period

Based on COVID-19 Handling Acceleration Force letter, the acceptable period of Health Certificates based on COVID-19 test type results are as follows:

 Health Certificate with a non-reactive Rapid test results valid maximum 14 days from the health facility issuance
    - Limited to passengers with flight destined to Biak the result valid maximum 7 days from the health facility issuance

 Health Certificate with a negative PCR/Swab test results valid maximum 14 days from the health facility issuance

Besides the above requirements, upon arrival at the destination airport, passengers are possible to go through additional health checks or to fill other forms/statement letters required by local authorities/local government.

Every passenger is suggested to install the official PeduliLindungi app from the Indonesian government on their phone that can be downloaded on the following links:

Wear Masks Onboard & in Airport Area
Every passenger is required to put on a mask at the airport and during flight. Garuda Indonesia also urges passengers to prepare their own masks as well as own personal hygiene kits according to their individual needs before the flight.

Electronic Health Alert Card
For those of you entering Indonesia and or flying domestic flights within Indonesia are required to fill a Health Alert Card from the Indonesian Ministry of Health. For more convenience & to avoid queueing, we suggest using E-HAC (Electronic Health Alert Card) app for Android smartphone users that can be downloaded here before your journey.
If you don’t have the E-HAC app, Health Alert Card will be given in departure airport or onboard before landing.

Passengers are expected to prepare a copy and original copy of the documents prior to arrival at the departure airport and present it upon check-in.

We are not responsible for any lack or mistake on any of the required documents and has the right to cancel the flight of any passenger that does not meet the requirement.

Please be updated that Japan has newly annouced that they will lift entry ban on 9 countries as of November 1st 2020 including Korea, China, Australia, Singapore, Thailand, New Zealand, Brunei, Vietnam and Taiwan.
Passengers will be exempted from COVID-19 test requirements before and after arrival in Japan. However, suspension on Visa waiver program will continue for above countries as informed.

Garuda Indonesia will re-operate flights to and from Australia and the Netherlands following travel restrictions on foreigners to certain countries related to the Covid 19 pandemic. However, the frequency of flights will is adjusted regularly to suit the traveling needs of passengers.
The flights currently operated by Garuda Indonesia include: Jakarta-Amsterdam and the Jakarta-Sydney, Denpasar-Sydney, Jakarta-Melbourne, Denpasar-Melbourne, Jakarta-Perth and Denpasar-Perth routes. Meanwhile, its low-cost carrier subsidiary, Citilink, serves Denpasar-Perth.

Rest assured that Garuda Indonesia consistently has done are taken several preventive action toward anticipating the spread of Covid-19 to protect the safety of passengers.

Garuda Indonesia will continue to operate flights to and from Incheon, Seoul, South Korea from March 5, 2020.

Currently, the airline operates 14 flights per week to and from Seoul, including the Jakarta - Seoul route etc. and the Denpasar - Seoul route etc. Each route serves 7 flights per week.
